Gurdurr vs. Conkeldurr

As a Civil Engineering student that has played Pokemon Black, I wondered to myself.... WHY does Gurdurr evolve into Conkeldurr when steel is much stronger than concrete (with the exception of compressive strength :-P)??? With that said, Here's Gurdurr proving my point .
